But how can just one tyre wear unevenly if it is toeing in too much, surely If the tracking is out it should still centralise (with the steering wheel off-set) and uneven wear to the outside of both tyres?

It will be wearing unevenly, it's just that it may not be at the same rate, or as noticeable on the other side. And it depends how bad the toeing in is. If the nearside wheel was arrow straight, and aligned with the steering, but the offside was toeing in wildly, the steering wheel would have to be right hand down to correct it while driving in a straight line. That may put the nearside wheel pretty-much inline, but leave the offside one still trying to push the car into the kerb. The scrubbing would be worse on that tyre, so you'd get more wear, but yes both tyres would be suffering as the nearside would still be trying to fight it.

At the end of the day, if the tracking's been done with the suspension on high, it's going to be wrong, and that would cause it to toe in. Toeing in eats the outer edges of the tyres. Get all that sorted, and then come back to it if there are further issues.
