Or water inside the glass if not driven in a while? Drying will help. Or just lamps incorrectly fitted. I can not think of anything else that could be the cause?

Reflectors not doing their job (i.e. Not shiny) will kill the image.

She would have been done today if one of the bearings is the radius arm repair kit hadn't exploded during fitting. Problems with the headlamps where two fold. Drivers side headlamp had a rather large crack in the reflector and somebody had taken the glass off and painted the reflectors with what appears to be silver hammerite. I sourced a pair of NOS headlamps for £20 which felt like landing on my feet.

The silver paint thing Is exactly what I found on my Master's lights. It wasn't until I had replacements that I realised how bad they were and that the chrome had long gone!
